Soon after new homes arrive on sales lots, they leave for site placement. The sales manager for one business told the reporter sales have tripled in the past year, most destined for the western part of the state. The task of setting the homes is being outsourced to companies in Montana and elsewhere just to keep up with demand. Used homes are apparently difficult to find and afford.

Fossil discovery could unravel mystery of how humans learned to walk (+video)

The discovery of foot bone fossils from an early hominin may help unlock the mystery of how humans learned to walk upright. ?

Ancient foot bones from a recently discovered pre-human species, which had opposable big toes like a gorilla's, could shed light on how the ancestors of humanity came to walk upright, researchers say.

Skip to next paragraph A few million years ago, our ancestors stopped climbing trees and started walking upright, on two feet. To work out how and when this happened, researchers look for fossils -- and recently they found a surprising set of foot bones in Ethiopia. The foot is about 3.4 million years old, making it roughly the same age as 'Lucy' and her species, Australopithecus afarensis. But while Lucy's species had feet much like modern humans, the new foot has an opposable big toe, like a chimp. So do the foot bones represent a new species of hominin? Watch the video and decide.

Humans dominate the planet partly because walking upright frees their hands for tool use. Among the earliest known relatives of humanity to walk upright was Australopithecus afarensis, the species including the famed "Lucy." This hominin is a leading candidate for direct ancestor of the human lineage, living about 2.9 million to 3.8 million years ago in East Africa.

Although Lucy and her kin were bipedal, there is debate about how much they depended on life in trees. Now scientists also have fossils of a hitherto unknown species of hominin that lived about the same time and place as Australopithecus afarensis. Judging by its feet, this newfound relative of humanity was a tree-dweller ? which suggests that, in turn, Australopithecus afarensis adapted to life walking on the ground.

"In biology, if you have two closely related species that live close to each other, they may start to diverge in what niches they occupy," said researcher Bruce Latimer, a paleoanthropologist at Case Western Reserve University.

Since this newfound hominin possessed feet good for climbing trees, "it does really hammer home the idea that Australopithecus afarensis might have been a bipedal animal that committed itself to the ground and walking long distances," Latimer told LiveScience. [Photos of New Hominin Species]

The 3.4-million-year-old fossils were discovered in 2009 in a part of Ethiopia known as Burtele. Nowadays this area is hot and dry, with temperatures skyrocketing up to 110 degrees Fahrenheit (43 degrees Celsius). But "nearby fossils of fish, crocodiles and turtles and physical and chemical characteristics of sediments show the environment was a mosaic of river and delta channels adjacent to an open woodland of trees and bushes," said fellow Case Western researcher Beverly Saylor.

Scientists have long argued that Australopithecus afarensis was the only pre-human species between 3 million and 4 million years ago. These new fossils of an unknown hominin species are the first incontrovertible evidence that at least two pre-human species lived at the same time and place around 3.4 million years ago.

Trayvon Inc: Fla teen's case turns into brand

FILE -In this Monday, March 26, 2012 file photo, Andre Parker, of Atlanta, wears a t-shirt in memory of Trayvon Martin, the unarmed 17-year-old who was killed by a Florida neighborhood watch captain while returning from a convenience store, during a rally outside the Georgia Capitol, in Atlanta. From the T-shirts and hoodie sales to pass-the-hat donations to trademarking slogans such as "Justice for Trayvon," the wheels are in motion to make money from the Florida shooting of teenager Trayvon Martin. His mother says at least some of the proceeds will be used to help other families. Experts say it is impossible to say how much could be made off the case but it's the latest example of a cause turned into an Internet-fueled brand. (AP Photo/David Goldman, File)

MIAMI (AP) ? From the T-shirt and hoodie sales to trademarking slogans like "Justice for Trayvon" to the pass-the-hat rallies that bring in thousands, the case of an unarmed black teenager killed by a neighborhood watch volunteer is quickly turning into an Internet-fueled brand.

Websites are hawking key chains bearing Trayvon Martin's likeness. His parents have bought two trademarks, saying they hope to raise money to help other families struck by tragedy. Trayvon clothes, bumper stickers, buttons and posters are up for grabs on eBay.

Vendors selling Martin T-shirts and hoodies have become fixtures at rallies in Sanford, the central Florida town where Martin was shot last month. At one Sanford rally this week, a man had a variety of T-shirts laid out on the ground as marchers went by, yelling out, "I've got every size!"

The Martin shooting by neighborhood watch volunteer George Zimmernan, who says he shot the 17-year-old Miami teen in self-defense, has inflamed racial tensions across the country, brought out thousands for rallies, prompted a civil rights probe and a personal reference to the case by President Barack Obama.

A phenomenon on that scale is bound to be commercialized, said Donna Hoffman, a marketing professor at the University of California-Riverside.

"People can start to wear their feelings and emotions. It makes sense, even if there's a profit motive," Hoffman said. "There's a legitimate interest in sharing the pain, and these products do that."

Van Johnson, who designs T-shirts and other apparel in Charlotte, N.C., said he initially wanted to come up with something for his 12-year-old son to show solidarity with Martin's supporters. He produced a color drawing based on a photograph of Martin wearing a hoodie, which the teenager was wearing on the night he was killed.

"I really don't expect to make more than $200 at the most," Johnson said. "I'm happy some people bought my products, that way a few people will have a very nice design on their shirt or hoodie to show their support."

Karrie Muhammad, who runs Young Nation Apparel in St. Louis, is selling a separate hoodie for $35 with the words "Please Don't Shoot Me I Only Have Skittles And A Drink!!!" Martin was returning from a convenience store with the candy and iced tea when he was confronted by Zimmerman.

"We really just kind of put the shirt out there this week. It's not necessarily profit at all," Muhammad said. "I wanted to bring some awareness to the issue. I felt it would be a good way to expose the store, to get our name out there."

Zimmerman, 28, who has a white father and Hispanic mother, has not been charged. Martin's parents have demanded he be arrested. The U.S. Justice Department has launched a probe to look for possible civil rights violations; a special state prosecutor is also investigating. Jackelyn Bernard, spokeswoman for special prosecutor Angela Corey, said Wednesday the investigation could take weeks and said it's unclear if a grand jury will be empaneled.

Hoffman said it's difficult to gauge how the Trayvon sales might stack up against those from similar cases, such as the 1992 Los Angeles riots following the Rodney King beating, because those were before the explosion of Internet marketing.

"Anyone can do it with any image," she said.

Martin's mother, Sybrina Fulton, headed off potential profit-seekers by filing trademark applications last week for the words "Justice For Trayvon" and "I Am Trayvon." The applications say the slogans may be used in digital media formats including CDs and DVDs. A family attorney said Wednesday the purpose is mainly to prevent others from exploiting Martin's image.

"It wasn't to make money off Trayvon's name, it was to stop the exploitation of Trayvon's name," said the attorney, Natalie Jackson. "We wanted this family to own their child's legacy."

A sign company called FamilyGraphix decided this week to pull its Martin-related decals after learning of Fulton's move. One such decal, which was to sell for $8, said "Don't Shoot Me, All I Have Is A Bag of Skittles."

Johnson, the T-shirt designer, questioned Fulton's move.

"You would think the parents of Trayvon Martin would encourage the spreading of their son's name and image," he said. "As a parent of four, I personally would welcome any and all exposure. I would want my son's name everywhere."

At rallies and church services, thousands of dollars in pledges have been made to help Fulton and Tracy Martin, Martin's father, pay expenses including travel to events in Washington and New York, Jackson said. At one early rally, the Rev. Al Sharpton asked people to make out checks to Fulton and put them in buckets that were passed around.

"Let's show the world we're going to finance our own movement," said Sharpton, who pledged $2,500 himself.

The case has had other benefits for involved organizations. More than 30,000 people signed an NAACP petition to Florida prosecutors in just a 24-hour period. Eric Wingerter, spokesman for the National Association for the Advancement of Colored people, says the organization hasn't used the case as a fundraising tool but has seen an uptick in memberships.

At some point, Hoffman said, the Trayvon Martin brand could wear thin if it's overused.

"People might feel, 'I'm sick of hearing about this.' That feeling could be accelerated if everywhere you turn, there are people wearing their hearts on their sleeve," Hoffman said. "All this merchandise out there will start to have a taint in the mind of the public."

Guaranteed Income Does Not Guarantee Retirement Success

I suspect in part as an outgrowth of the stock market meltdown of 2008-09, guaranteed income products (annuities) in 401(k) and other retirement plans are a major topic of discussion. The Treasury Department recently gave the go ahead for the use of annuities in retirement plans. As a practical matter the widespread use of these products is still a bit off into the future.

I?wrote an earlier post in this blog and one for US News about my thoughts and concerns surrounding annuities in retirement plans. A good idea in theory, the reality of the implementation concerns me.

Let me focus on one additional area of concern. While a guaranteed income product that the participant would purchase as part of their investment in the plan would provide a guaranteed lifetime income stream, there is no guarantee that this stream of income would be sufficient to guarantee the retirement lifestyle the participant seeks.

Said another way, the inclusion of a guaranteed income option in a retirement plan does not absolve the participant from determining how much they need to save for retirement and how they need to allocate their investments. Even the use of a Target Date Fund or a managed account option requires the participant to ensure that the fund manager is investing their money in a fashion that fits their retirement accumulation needs.

Besides concerns such as the fees tied to these options and the selection and monitoring of an insurance provider for these products, the prospect of these products providing retirement plan participants with a false sense of security in terms of their retirement readiness concerns me greatly. A guaranteed income option might be a good tool for a retirement plan participant, but it is in no way a substitute for good old fashioned financial planning. At the end of the day, participants still need to accumulate a sufficient amount in their retirement plan accounts in order to be able to generate a meaningful monthly income stream if they choose to go the annuity route.

Waterproofing, Gutter, and Ventilation Systems for your Miami Home

Harsh and changing Miami weather causes early roof deterioration. Worn and weathered roofs are a cause of growing problems for the homeowner, so one must consider roofing system services to keep the home a comfortable and safe place to live in. Some of the services you can do to protect your roof include improving waterproofing, gutter systems, and ventilation.

Your waterproofing system may be a rubber or plastic coating material. Designed to extend the life of concrete, this product stretches along with the concrete, forming the waterproof membrane. This membrane as well as other relevant waterproofing products serves as an impermeable shield for your roof, keeping water and moisture out to prevent structural damage. Over time, however, the waterproof membrane dissolves and weakens, so you should contact your Miami roofing company to fix this for you.

With the great deal of rain in Miami, gutter systems are also an effective way to keep your roof intact. Gutter systems ensure that water flows freely and away from your roof and home during times of heavy rainfall. If your roof is exposed to water for a long time because of a faulty gutter system, your roof may immediately be damaged. It causes the roof to rust and crumble fast.

A ventilation system will help regulate temperature in your home. Proper ventilation extends roof life, removing moisture and heat that form on the roof and inside the house. Trapped heat inside the home is often a cause of high electric bills because air conditioning units require more power to run when it is hot. Having a good ventilation system minimizes the hot temperature that would be uncomfortable to bear.

If you think you need waterproofing, gutters, or a ventilation system for your Miami home, look no further because the roofers in Miami offer these services. Miami roofing companies have partnered only with the leading brands to provide you a roofing system that will last for years. Your roofing system is also backed by a warranty which only leading manufacturers provide for certified roof installers.

The roofers Miami has provide expert advice for your roof installation or remodeling concerns. Furthermore, they are professionally trained and will render roof services based on your requirements. They like their clients to be involved in every repair or installation.

The roofers in Miami handle any kind of project smoothly and efficiently. Combining their experience and expertise in providing quality roofs for Miami residents, you can only expect the best kind of protection for your home. Miami exiles soften on pope's Cuba visit

MIAMI (Reuters) - In 1998, Cuban American businessman Carlos Saladrigas was so opposed to Pope John Paul II's historic visit to Cuba that he organized a coalition of Miami civic leaders against it.

More than 10,000 people, including Miami's most prominent Cuban American politicians, held a protest rally in the city's Little Havana district, forcing the Church to cancel its plan to send a cruise ship to Cuba carrying pilgrims from Miami.

Now, 14 years later, Saladrigas says he was mistaken. As Pope Benedict prepares to visit Cuba next week, Saladrigas not only supports this papal mission; he plans to be there himself, accompanied by his wife and hundreds of other Cuban exiles.

"I want to be with my Cuban brethren. In many ways it's my own personal revenge on myself," he said, explaining that scenes of Cubans thronging to the pope's masses in Cuba in 1998 made him rethink his position.

Saladrigas' change of heart is a sign of how much things have changed in Miami since that visit. Polls show declining Cuban American support for the U.S. embargo against Cuba, as well as growing approval for family travel to Cuba by exiles.

While a few Cuban Americans have complained on local radio about the pope's visit, their voices are muted, and no street protests are planned.

Instead, many Cuban Americans will likely tune in to watch live TV coverage of the three-day visit, hoping to hear the pope utter some criticism - however veiled - of Cuba's one-party communist system, and its treatment of political dissidents.

Cubans in Miami still recall Pope John Paul II's words at a Mass in Havana when he said, "May Cuba ... open itself up to the world, and may the world open itself up to Cuba, so that this people ... may look to the future with hope."

While Cuba's political system has not changed, the hope inspired by that visit had a lasting impact on Saladrigas and others in Miami's overwhelmingly Catholic Cuban exile community.

"It was really the beginning of my catharsis," he said, adding that he has evolved from "just another Cuban American hard-line radical seeking to isolate Cuba," to a firm believer in building bridges between Cubans on the island and in Miami.

"For all these years rather than hurting the Cuban regime we were helping it," he said. "This image of Cubans in Miami as barbarians at the gate was exactly the image that the Castro regime wanted to create. It was a gift."

To be sure, not everyone in the exile community agrees with Saladrigas. He has been branded a "Judas" in some quarters and some Cuban exiles complain the pope's visit hurts the chances of a transition to democracy. "It's a trip that gives legitimacy to the dictatorship," Cuban American congresswoman Ileana Ros-Lehtinen, a Republican, told a local audience recently.

Many younger exiles support the pope's visit while urging the Vatican to encourage human rights activists in Cuba instead of only criticizing the U.S. trade embargo against the country.

"We believe there's too much talk about U.S. policy towards Cuba, the trade embargo and all of that," said Giancarlo Sopo, a 28-year-old Miami marketing executive who organized an online Facebook petition asking the pope to meet with dissidents in Cuba. "The real story is human rights."

It is unclear if the pope plans to speak with dissidents though his official agenda does not include such a meeting.

ARCHBISHOP CRITICIZED

Some exiles direct their ire at the Archbishop of Miami, Thomas Wenski, the architect of the aborted cruise in 1998, who will lead more than 300 Miami faithful on a special church-organized package to Cuba by plane next week.

Sylvia Iriondo, a Cuban American realtor and head of the group Mothers and Women Against Repression, accused Wenski of fomenting division between Catholics. He is "intent on serving as a travel agent" for "an illegitimate communist regime", she wrote in an article published by The Miami Herald.

But Wenski isn't troubled. The backlash has been much milder this year, limited to a few hardline commentators on Spanish language radio and some angry letters to the archdiocese.

"I get more than that if I show up late for a confirmation," Wenski joked in an interview with Reuters.

Wenski is widely admired within and outside the Church as a bold leader not afraid of speaking his mind. Born in Florida to Polish immigrant parents, he rose from parish priest in the impoverished Little Haiti district and chairs the committee on international affairs at the U.S. Conference of Catholic Bishops.

A burly figure, he rides a 1,800cc Harley-Davidson motorbike and bears an uncanny likeness to Lech Walesa, the Polish shipyard union leader who led the Solidarity movement against communist rule in Poland.

A conservative on some issues, he spoke out against the White House's birth control policy requiring employer-sponsored health plans, including the Church, to cover contraception.

Fluent in Spanish and Haitian Creole, he is a champion of immigrant rights as well as greater engagement with Cuba, while also advocating political and economic change on the island.

Wenski is ideally suited to his role in Miami, said Father Juan Molina, director of Latin American affairs at the U.S. Conference of Catholic Bishops in Washington.

"He's a bridge builder. He understands that the Church is not going to dismiss a political system outright. The Church will always work within the constraints of a system to find ways to improve human life and dignity," he said.

Wenski said Benedict's visit was an opportunity for the Church to use its spiritual role to help heal divisions within Cuba, and with its exile population. Some 250,000 Cubans have moved to Miami in the last 10 years, and an estimated 375,000 Cuban-Americans visited Cuba last year, he pointed out.

More older generation exiles are returning to Cuba, some for the first time in 50 years. "When they do go back it's very emotional experience for them, but also very healing," he said. "They don't like the regime any more than they did before, but they understand there are real people of flesh and blood there."

It's also important for younger Cuban Americans who have never seen the island, said Luis Gazitua, 36, an attorney in Miami who is traveling with the Church group for what will be his first visit to Cuba. "It will be good to finally see what I've heard so much about."

Saladrigas said the lesson he learned from the 1998 papal visit was that change is a slow process that requires patience.

"In Miami we used to have this parachute theory that one day, all of a sudden, Cuba will be free and we will parachute in," he said. "The pope's visit in 1998 taught me that we need to seize opportunities. Every time a door opens you don't slam it shut, you put in your foot and you prize it open."

(AP) ? A former California food company owner pleaded guilty to racketeering Thursday in a tomato price-fixing plot that authorities said drove up costs to consumers across the nation.

Frederick Scott Salyer, 56, was charged with bribing purchasing managers at food giants including Kraft Foods Inc. and Frito-Lay to buy tomato products from his company, Monterey-based SK Foods. Prosecutors said he and his co-conspirators fixed prices and rigged bids for the sale of tomato products to McCain Foods USA Inc., ConAgra Foods Inc. and Kraft.

Salyer pleaded guilty in federal court in Sacramento to two charges: racketeering and price fixing. Racketeering carries a maximum 20-year prison sentence and price-fixing 10 years, although under a plea agreement Salyer is expected to face four to seven years behind bars. He remains under house arrest at his Pebble Beach estate on $6 million bail until his sentencing, which is scheduled for July 10.

Salyer and his lawyer, Malcolm Segal, declined to comment outside the courtroom.

Salyer was accused of being at the center of price-fixing ring that helped SK Foods capture 14 percent of the processed tomato market and rise to the second largest tomato processor in the state before investigators raided the company in 2008.

He also admitted that SK Foods routinely falsified lab test results for its tomato paste and that he ordered former employees to falsify information including the product's mold content, production date and whether it qualified as "organic," the U.S. attorney's office said.

"Salyer and his co-conspirators manipulated prices on millions of pounds of processed tomatoes and improperly influenced supermarkets and big food companies into buying substandard tomato products put into brands found in almost every American home," said Rick Goss, the assistant special agent in charge of the Internal Revenue Service's criminal investigations unit. "Salyer and the defendants' scheme ripped off consumers and reaped big profits."

Herbert M. Brown, special agent in charge of the FBI's Sacramento field office, said it took authorities more than six years to unravel the "web of lies and bribes that Salyer and his cohorts wove."

Salyer was indicted in 2010 on 12 counts, including bribery, conspiracy and obstruction of justice.

Buyers from Kraft, PepsiCo Inc.'s Frito-Lay unit, Safeway Inc. and B&G Foods Inc. have pleaded guilty to accepting bribes in the case. In all, 10 former employees or customers of SK Foods have pleaded guilty in the investigation. U.S. Attorney Benjamin Wagner said about $100,000 in bribes changed hands.

Salyer's guilty plea essentially ends the government's prosecution, Wagner said. However, several lawsuits have been filed against SK Foods, which filed for bankruptcy protection in May 2009. Olam International of Singapore purchased the company two months later for $39 million.

As part of Friday's plea, Salyer agreed to forfeit at least $3.25 million in foreign bank accounts where prosecutors say he moved funds after SK Foods filed for bankruptcy.

According to court documents, Salyer moved the money to Andorra, a small country in the Pyrenees Mountains between France and Spain that has no extradition treaty with the U.S. He made a $50,000 deposit on a condominium there.

California produces more than 90 percent of tomato products in the U.S., and SK Foods was one of the largest producers of tomato products in the nation, Wagner said.

Salyer himself is the product of one of the West's oldest land dynasties, a multi-generation enterprise that started with cotton farming and branched into tomatoes under Salyer and his father. Just a handful of companies controlled the tomato products industry, Wagner said, which made it possible for several of the companies to conspire to drive up prices to food processors.

Food companies lost more than $2 million, mainly through overpayments, as a result of the price-fixing scheme, Wagner said. Authorities have seized about $600,000 stemming from the investigation, including fines and restitution, Goss said.

Prosecutors said there was no evidence that consumers became ill because of SK Foods' substandard and outdated products, some of which had mold contents above federal guidelines.

RGIII says 'you never know'

The NFL may not be interested in exploring the depths of the intentional-injury rabbit hole, but the disclosure of a bounty system in New Orleans and multiple reports of similar programs elsewhere has created a feeding frenzy when it comes to accounts of teams encouraging players to attempt to hurt opponents.

The latest allegation comes from former Vikings defensive lineman Brad Culpepper. who claims that, in the 1990s, the defensive linemen were coached on the finer points of knocking the quarterback out of the game.

?We practiced techniques to injure players,? Culpepper said on Mike Bianchi?s Orlando-based radio show, via Jeremy Fowler of the St. Paul Pioneer Press.? ?We would dive on a mat and aim for the knee portion of a pad like it was the quarterback, and we would practice going at that and trying to bust the quarterback?s knee. You knock the quarterback out, you win the game. . . .? If you pull on their arm and land on their shoulder, you can dislocate [the shoulder] and then they?re out.? We used to practice that, too.?

Former Vikings defensive end Chris Doleman disagrees.? ?That wasn?t a part of it,? Doleman told Fowler.? ?I would know.? I was a starter.? It was never about hurting a quarterback.? Intimidating a quarterback, knocking him around ? absolutely.? One hundred percent.? But not injuring. . . .

?Maybe why [Culpepper's] going in that direction is this, for example ? when you try to get a quarterback down, the way to strip a ball is to get his arms straight,? Doleman said. ?If you look at film, when I?m going after a quarterback, we put our arms down on his arms, like we?re putting him in a bag, so he has no control over the ball.? Can?t throw it.? But that?s proper technique, nothing else.? Our thing was, cause a disruption in the backfield ? but to get the ball back, not to hurt.?

Culpepper contends that no money was offered for inflicting injury on quarterbacks.? ?I would have done anything to gain favor with the coaches or my teammates,? Culpepper said.

Complicating matters is that, from 1992 through 1995, the Vikings? defensive coordinator was Tony Dungy, who enjoys a stellar reputation throughout league and media circles.? But the defensive line coach from 1992 through 1994 was John Teerlinck, who found himself summoned to the league office in 1996 for a meeting with Commissioner Paul Tagliabue regarding Teerlinck?s reputation for instructing defenders to go low on quarterbacks.

Thus, while it?s possible that Teerlinck was teaching defenders to aim low and/or to drive shoulders into the ground, it undoubtedly would have been something that happened without Dungy?s knowledge or involvement.

Indeed, Culpepper spent only two seasons with the Vikings (1992 and 1993) before joining the Buccaneers, where Dungy later became head coach.? Given that Culpepper worked with Dungy for four years in Tampa and only two in Minnesota and given that Teerlinck never coached for the Bucs and given that Culpepper isn?t claiming that the same practices were used in Tampa, it?s safe to assume that, if anything dirty was going on in Minnesota, Teerlinck was teaching it.

UPDATE 2:53 p.m. ET:? In the full radio interview, Culpepper specifically mentions Teerlinck.? Culpepper never mentions Dungy.? Culpepper also says that ?none of this stuff went on in Tampa.?

Apple is still offering the iPad 2 as the $399 model (for now). There is no reason for them to buy back any stock.

Shocker: Paul Ryan's budget means more big tax cuts for the rich.

No surprise here, but the tax cuts in Paul Ryan?s 2013 budget plan would result in huge benefits?for high-income people and very modest?or no? benefits for low income working households, according to a new analysis by the Tax Policy Center.

TPC looked only at the tax reductions in Ryan?s plan, which also included offsetting?but unidentified?cuts in tax credits, exclusions, and deductions. TPC found that in 2015, relative to today?s tax system, those making $1 million or more would enjoy an average tax cut of $265,000 and see their after-tax income increase by 12.5 percent. By contrast, half of those making between $20,000 and $30,000 would get no tax cut at all. On average, people in that income group would get a tax reduction of $129. Ryan would raise their after-tax income?by 0.5 percent.

Nearly all middle-income households (those making between $50,000 and $75,000) would see their taxes fall, by an average of roughly $1,000. Ryan would increase their after-tax income by about 2 percent.

Ryan would extend all of the 2001/2003 tax cuts, and then consolidate individual rates to just two?10 and 25 percent. In addition, he?d repeal the Alternative Minimum Tax, reduce the corporate rate from 35 percent to 25 percent, and kill?the tax provisions of the 2010 health reform law.

Earlier this week, TPC projected the tax cuts in Ryan?s budget would add $4.6 trillion to the federal deficit over the next decade, even after extending the 2001/2003 tax cuts, which would add another $5.4 trillion to the deficit.

Ryan argues that eliminating or scaling back deductions, credits, and exclusions ought to be part of the GOP fiscal plan. But he won?t say how.

Cuts in those tax preferences could make a big difference in determining who wins and who loses from the tax portion of his budget. But until House Republicans describe which they?d cut, there is no way to estimate what those base-broadeners would mean.

In truth, unless Republicans raise?taxes?on capital gains and dividends, it is hard to imagine the highest income households getting anything other than a windfall from this budget. Other tax preferences, such as the mortgage interest deduction, are just not that valuable to them.

And since no high-profile Republicans want to raise taxes on gains and dividends (and many would cut investment taxes even further) this budget would likely result in a huge tax cut for those who need it least. ?That?s not a great way to start an exercise whose stated goal is to eliminate the budget deficit.

Coconut and mango waste: An electric cocktail?

7 hrs.

Go on a tropical beach vacation and chances are you'll sip a pi?a colada or a mango passion as you watch the waves lap at the shore. The waste generated to make the key ingredient in those cocktails could be used to power up rural communities in South and Southeast Asia, a study suggests.

Coconut husks and mango pits are tough, inedible and high in lignin. These properties make them unusable as feed for livestock or fertility for soil, but great as a fuel source of bio-energy plants, according to a recent study in the journal Proceedings of the National Academy of Sciences.

Building such plants in off-grid locations in parts of South and South-east Asia where coconut and mango agriculture is common could help bring electricity to people who currently have limited access to it, the researchers found.

The biggest beneficiaries include Sri Lanka, Indonesia and the Philippines as well as some regions of India, study co-author Tom Shearin, a systems analyst at the University of Kentucky, told SciDev Net.

That sounds like a promising alternative to the growing appetite for coal in the region, though the study authors note scaling up the technology and infrastructure to make coconut and mango power a reality will "face economic, technical, and social challenges," SciDev Net noted.

Still, it's an idea worth considering while sucking down a tropical cocktail.
